It authorizes the services you perform and the premises you work from. Federal FDA rules set what a cosmetic label declares: ingredients, net contents, responsible party. California stacks the California Safe Cosmetics Act and Proposition 65 on top. Locally you need a state seller's permit and a San Francisco business registration certificate; suite renters should confirm which the operator already holds.
