Licensing & Labeling

Selling Retail From a Pima County Chair

If you work in Tucson you are licensed by the Arizona Board of Barbering and Cosmetology, and the salon or suite you work in holds its own establishment license. Both cover the services you provide and the conditions you provide them under. Retailing bottles at your station is a commercial activity, not a licensed service, so adding your own line does not change anything about your credential or your renewal.

The obligations that do apply live on the packaging. Federal FDA cosmetic labeling rules govern the ingredient declaration, net contents, and the name and place of business of the responsible party, and they treat a one-chair studio exactly like a multi-location salon. On the Arizona side you handle standard retail administration: a registered business name, a transaction privilege tax license for retail sales, and the City of Tucson business license that goes with selling goods inside city limits.
